Isn't the ratio 1000-1 greater than the ratio 100-1?

When I watch shows like Jimmy Nuetron they always say odds like 1 million to are low. But when I was in math we were doing fractions and 100:1 is a high ration and does not value more than 1,000,000:1. And when I was looking at this article about a planet that might have alien life a British proffessor said that he cut the odds of finding aliens from a low 1000:1 to 100:1.
