My pups are out of control!! lol?

I have 4 dogs. Two of which are 7 month old bloodhounds. They have been working on crate training, they are with my other 2 dogs (a Saint Bernard, and an American Bulldog mix) and they just are so stubborn, which I kow is a quality of this breed, but still. They get into everything, 1 of them is really having troule with their crate, the other 1 jumps on the counter, they get in the cat food container & its closed up in a plastic case. I know they are young still, but I had their mother & she wasnt nearly as tough to work with. They dont hardly listen when I tell them to do something that I KnOW they can do (Sit, lay, come, stop, no) It became such an issue, that even on my 25 acre farm, they have to be put out on a chain when they go outside....sad I know, but I cant bear to lose another dog. Like I said, I am quite familiar with the stubborness of this breed and age, but I am just trying to get a little help! Anything would be GREAT!
