Why didn't I get money from the IRS?

I made 25,000 dollars last year claimed zero exemptions and owed 70 dollars. Then my neighbor, who is an unemployed hillbilly gets a 6,000 dollar check. Maybe I ought to get on welfare and have some kids and a shotgun wedding and I could get a tax return. ******* ludicrious.
